Tracey was hired as our first full-time Executive Director in June 2010. A founding member and former secretary of the WCDC, Tracey was instrumental in securing the initial funding for our organization’s establishment. Tracey also serves as Executive Director of the WCDC Holding Co. and Wilkinsburg Railroad Station LLC. A longtime resident of Wilkinsburg, Tracey served two terms as an elected councilperson for Wilkinsburg Borough, from 2006 through 2013. In addition to her work in Wilkinsburg, Tracey serves as a mentor at the Johnson Institute for Responsible Leadership at Pitt’s Graduate School of Public & International Affairs.

Monica Garcia

Monica joined our team in September 2022 to support volunteer engagement and community outreach around the annexation referendum. In December 2022, she was promoted to our full-time Director of Community Outreach & Engagement. In this role, she manages volunteers and board committees, supports our fundraising initiatives, organizes community events and activities, and helps connect residents to critical resources. Prior to joining the WCDC, Monica was the Director of Volunteer & Foster Services at Humane Animal Rescue for 14 years. Monica has been a proactive borough resident for over a decade and currently serves as Vice President of the Wilkinsburg School Board.

Gordon Manker

Gordon joined our team in March 2015 to coordinate and expand our small business programs. Bringing extensive veterans affairs knowledge to the WCDC, Gordon served nearly 30 years in the PA Army National Guard and U.S. Air Force Reserves. Gordon is also a former Wilkinsburg business owner. Most recently, Gordon worked at the Micro-Business Institute and the Environment & Energy Community Outreach Center (EECO), both programs of Pittsburgh Community Services Inc. Gordon currently serves on PCRG’s Board of Directors.

Dr. Evaine K. Sing

Evaine began consulting with the WCDC in 2020, focusing on issues around vacant property and blight. Evaine owns and operates EKS Solutions LLC, a WBE and WOSB certified consulting agency. With over a decade of community-based design work, inclusive engagement expertise, training in the public policy realm, and experience leading in the nonprofit sector, Evaine is well versed in community challenges at the hyper local and regional levels. She holds a Bachelors in Landscape Architecture, Master in Public Policy & Management and a Doctorate in Social Sciences. With a diverse background in corporate, government, nonprofit, and academic sectors, Evaine supports our work by providing technical assistance around vacant property and housing for residents and data-driven solutions for the broader issues of blight and vacancy in Wilkinsburg.

Moses Workman

Moses became a team member in August 2021, contributing over 17 years of expertise in customer service and social media management to our organization. Formerly the Wilkinsburg Borough Clerk/Secretary, Notary Public, and Website Administrator, Moses has a rich professional background, including roles at Google and various Pittsburgh-based banks. A graduate of the Bradford School of Business with a degree in Computer Programming, Moses is a lifelong resident of Wilkinsburg, Elected as a Wilkinsburg Borough Councilman in 2024, Member of the Wilkinsburg Rotary Club and serves as a board member for the Wilkinsburg Sun.
