Wilkinsburg’s story is one of resilience, and the Penn Lincoln Apartments is the latest example of how the borough is embracing its history while building for the future. Once home to the Penn Lincoln Hotel, a grand structure that served as a cornerstone of Wilkinsburg’s business district for much of the 20th century, the site had fallen into disrepair before the building was ultimately demolished in 2014. For years, the vacant lot stood as a stark reminder of Wilkinsburg’s economic challenges, but today, a new vision is taking shape.
Now, the long-vacant site is being redeveloped into 42 affordable housing units through ACTION-Housing, a nonprofit committed to preserving and creating sustainable housing solutions. The project ensures that as Wilkinsburg grows, it remains accessible to all. This development continues the momentum of recent revitalization efforts in the borough, including the WCDC’s successful redevelopment of the Wilkinsburg Train Station and Lohr Building.
The Penn Lincoln Apartments will provide housing and breathe new life into the borough’s business district, reinforcing the community’s commitment to smart, inclusive growth. As Wilkinsburg looks ahead, projects like this serve as a testament to its ability to adapt, preserve, and progress—ensuring that its past is honored while its future remains bright.

The Historical Penn Lincoln Hotel
The Penn Lincoln Hotel was once a symbol of Wilkinsburg’s prosperity and a bustling hub for travelers and business professionals. Built in the 1920s, the hotel reflected the borough’s economic strength at a time when Wilkinsburg was a thriving commercial and transportation center. Situated just outside of Pittsburgh, the Penn Lincoln provided modern accommodations for visitors and served as a gathering place for community events and social functions. During its heyday, the hotel was a beacon of elegance, featuring refined architecture and offering guests a convenient stay near the growing industries of the region.
However, as Wilkinsburg’s economic landscape shifted in the mid-to-late 20th century, the hotel’s prominence began to fade. Despite its decline, the building remained a significant landmark, a testament to the borough’s history and a relic of a time when Wilkinsburg was a thriving destination for commerce and travel. However, as the area faced economic struggles, the once-grand building deteriorated, eventually closing and being demolished in 2014. The site remained empty for years—until now.
About the Penn Lincoln Apartments
Penn Lincoln Apartments is a five-story, 63,301-square-foot mixed-use development designed to enhance economic opportunity and provide quality housing. The residential units will be available to households earning at or below 60% of the Area Median Income, with one-, two-, and three-bedroom apartments. Additionally, ACTION-Housing will provide supportive services for tenants, including assistance for individuals with intellectual and physical disabilities. With construction set to be completed in 2026, the Penn Lincoln Apartments will serve as a new gateway into Wilkinsburg, marking another milestone in the borough’s resurgence.
